Who We Are
The Hajj Financial Management Agency (BPKH) is an Indonesian state institution responsible for managing hajj finances. BPKH was established under Law Number 34 of 2014 concerning Hajj Financial Management and officially commenced operations on July 26, 2017.
BPKH is a public legal entity accountable to the President through the Minister of Religious Affairs. This institution functions as the manager of hajj finances encompassing all government rights and obligations that can be valued in monetary terms, related to the administration of the hajj pilgrimage.

BPKH Duties
BPKH is tasked with managing Hajj Finances which includes the collection, development, expenditure, and accountability of Hajj Finances.

- Planning for the collection, development, and expenditure of Hajj Finances.
- Implementation of the collection, development, and expenditure of Hajj Finances.
- Control and supervision of the collection, development, and expenditure of Hajj Finances.
- Reporting and accountability for the implementation, collection, development, and expenditure of Hajj Finances.

History of BPKH Formation
Legal Foundation
The enactment of Law Number 34 of 2014 concerning Hajj Financial Management as the basis for establishing BPKH. This law regulates the separation of hajj financial management functions from hajj administration.
Establishment Preparation
The government carried out preparations for establishing BPKH, including the development of organizational structure, personnel recruitment, and preparation of hajj financial management systems and infrastructure.
Official Operations
BPKH officially commenced operations on July 26, 2017 and began carrying out hajj financial management functions. All assets and obligations related to hajj finances were transferred from the Ministry of Religious Affairs to BPKH.
First Unqualified Opinion
BPKH received its first Unqualified Opinion (WTP) from the Supreme Audit Agency (BPK RI) for the 2017 Financial Statements. This became an important milestone in demonstrating the accountability of hajj fund management.
Investment Development
BPKH began developing a more diversified sharia-based investment portfolio to optimize the benefit value of hajj funds for pilgrims and the welfare of the ummah.
Seventh Consecutive Unqualified Opinion
BPKH received its 7th consecutive Unqualified Opinion (WTP) from BPK RI (2018-2024), demonstrating consistency in professional, transparent, and accountable hajj fund management in accordance with sharia principles.
